Commerce takes 9.9% Intel stake by converting $8.9B CHIPS + Secure Enclave grants
The Commerce Department converted unpaid CHIPS Act grants ($5.7B) and Secure Enclave program awards ($3.2B) into 433.3M Intel common shares at $20.47, giving the federal government a passive 9.9% equity stake plus a 5-year warrant for an additional 5% if Intel sells its foundry business. The stake is non-voting with no governance rights.
